Maui Hawaii Real Estate Market Report For Land September 2020

Maui Land Report For September, 2020:

This is the September, 2020 market report for land sold on Maui Hawaii during August, 2020.

Maui Land Sales August 2020: In August 23 parcels of land sold on Maui with a median price of $540,000. At the end of August there were 261 parcels of land for sale on Maui. Haiku had the highest number of sold vacant parcels with 11 sold properties during August. Spreckelsville had the highest median sale price for sold vacant land on Maui with a median sale price of $1,800,000 in August. One parcel of land sold in Spreckelsville during August. 

Maui Land Sales Year To Date: Through August, 106 total parcels of land have sold on Maui with a median price of $426,778 and an average price of $729,189. The median sale price has decreased 14.7% during 2020. The average sale price has decreased 21.6% during 2020. Haiku has the highest number of sold land during 2020 with 28 total sales while Spreckelsville has the highest median sale price for sold land with a median sale price of $2,275,000 during 2020. Only one parcel of land has sold in Spreckelsville year to date. Maui land sales are down 16.5% compared to the same period through August 2019. More vacant lots sold during August 2020 than August 2019 which may show that sales activity is recovering.

Maui Land Sales 2019: During 2019 176 parcels of land sold on Maui with a median price of $500,000 and an average price of $929,401. The median sale price for land on Maui increased 3.6% during 2019. Haiku had the highest number of sold vacant land during 2019 with 39 total sales while Lahaina had the highest median sale price for sold vacant land with a median sale price of $1,504,500 during 2019.

*COVID-19 will likely have an impact on the Maui Real Estate Market. It is too early to tell how it may affect the local  market for land. With Real Estate Agents considered nonessential throughout Maui County through parts of March and April no showings of land were allowed. This has affected pending land sales for March and April and closed sales starting in April, 2020. We have a decrease in sold land on Maui starting in May. It may take another 30 to 60 days to see the affect COVID-19 will have on the Maui land sales and land value.

**We are seeing decreased pending sales and recents sales for both homes and condominiums on Maui. We will likely see a similar trend with land.

Maui Hawaii Real Estate Market Report For Condominiums September, 2020

Maui Condo Report For September 2020:

This is the September, 2020 condominium market report for condos sold on Maui Hawaii through August, 2020.

In August 108 condominiums sold on Maui with a median price of $591,000 and an average price of $989,757. At the end of August there were 754 condominiums for sale on Maui which is approximately 7.5 months of inventory. Kihei had the highest number of sold condos with 32 in August while Kapalua had the highest median sale price for sold condos with a median sale price of $4,159,000 in August.

*COVID-19 continues to impact the Maui Real Estate Market. It is too early to tell how it may affect the local housing market longterm. Over the last five months we have seen home and condominium sales decrease significantly. Condos have been impacted more than homes. Maui condo values increased in August after two consecutive months of price decreases. Although Maui condo sales rebounded in August compared to June and July, sales were down 7.7% compared to August 2019. Total condominiums sales on Maui are down 23.9% in 2020 compared to the same time period during 2019. With Real Estate Agents considered nonessential throughout Maui County through parts of March and April no showings of homes or condominiums were allowed. This affected pending sales for March and April, 2020 and closed sales starting in April and May, 2020. We have seen a large increase in condos available for sale. Trends are just now starting to show the affect COVID has had on Maui condo sales. These trends are showing that we may see a plateau and possibly a decrease in Maui condo values if inventory continues to increase and demand remains low. 

**Condominium sales on Maui decreased for the fifth consecutive month compared to what we would normally see. Median condo values increased in August after two consecutive months of decreasing values. Maui condos are often purchased as second properties or investment properties. Reduced flights and required quarantine has prevented many buyers from being able to travel to Maui to view properties. Concerns over the economy likely has affected both pending and recent condominium sales on Maui. There was a slight increase in both sales and pending sales in August, but overall condo sales activity on Maui is way down compared to normal. Condo inventory has increased with 7.5 months of inventory at this time. During August 2019 there was 3.8 months of inventory. With the amount of inventory and reduced demand we are on the cusp of seeing a buyers market for Maui condominiums. The typical rule of thumb is 6 plus months of inventory is considered a buyers market. We may be on the verge of seeing Maui condo values plateau and possible decrease if Hawaii's economy does not open back up.

Maui Condo Sales Year To Date: Through August 830 total condos have sold on Maui with a median price of $565,000 and an average price of $794,657. This includes both fee simple and leasehold condos. The median sale price has increased 9.7% during 2020. The average sale price has increased 13.4% during 2020. Kihei has the highest number of sold condos during 2020 with 276 total sales while Kaanapali has the highest median sale price for sold condos with a median sale price of $1,250,000 during 2020. The average Days On Market for sold condominiums on Maui is 152 during 2020. Maui condos have sold for an average of 97.4% of list price during 2020. Maui condo sales are down 23.9% compared to the same period through August 2019

2019 Maui Condo Sales: 1,606 total condos sold on Maui with a median price of $515,500 and an average price of $700,943. This includes both fee simple and leasehold condos. The median sale price increased 3.1% during 2019. The average sale price decreased 3.1% during 2019. Kihei had the highest number of sold condos during 2019 with 643 total sales while Wailea/Makena had the highest median sale price for sold condos with a median sale price of $1,199,000 during 2019. The average Days On Market for sold condominiums on Maui was 132 during 2019. Maui condos sold for an average of 97.5% of list price during 2019.

Maui Fee Simple Condo Sales Year To Date: Through August, 767 total fee simple condos have sold on Maui with a median price of $590,000 and an average price of $832,182. The median sale price for fee simple condos has increased 12.6% during 2020. The average sale price for fee simple condos has increased 16.6% during 2020. Kihei has the highest number of sold fee simple condos through August 2020 with 270 total sales while Kaanapali has the highest median sale price for sold fee simple condos with a median sale price of $1,814,500 through August 2020.

2019 Fee Simple Maui Condo Sales: 1,536 total fee simple condos sold on Maui with a median price of $525,000 and an average price of $720,007. The median sale price for fee simple condominiums increased 3.1% during 2019. The average sale price for fee simple condominiums decreased 3.1% during 2019. Kihei had the highest number of sold fee simple condos during 2019 with 637 total sales while Wailea/Makena had the highest median sale price for sold fee simple condos with a median sale price of $1,199,000 during 2019.

Maui Leasehold Condo Sales Year To Date: Through August, 63 total leasehold condos have sold on Maui with a median price of $270,000 and an average price of $337,808. Napili/Kahana/Honokowai has the highest number of sold leasehold condos through August 2020 with 27 total sales while Kaanapali has the highest median sale price for sold leasehold condos with a median sale price of $405,000 through August, 2020.

2019 Leasehold Maui Condo Sales: 70 total leasehold condos sold on Maui with a median price of $237,500 and an average price of $282,624. Napili/Kahana/Honokowai had the highest number of sold leasehold condos during 2019 with 37 total sales while Kihei had the highest median sale price for sold leasehold condos with a median sale price of $480,950 during 2019.

Maui Single Family Home Report For September, 2020:

This is the September, 2020 real estate market report for single family homes sold on Maui Hawaii through August, 2020.

In August 99 single family homes sold on Maui with a median price of $799,000 and an average price of $1,284,432. At the end of August there were 349 single family homes for sale on Maui which is approximately 4.1 months of inventory. Wailuku and Kihei had the highest number of sold homes with 18 sold homes each in August while Wailea/Makena had the highest median sale price for sold homes with a median sale price of $6,580,518 in August.

Through August, 643 single family homes have sold on Maui with a median price of $772,500 and an average price of $1,087,257. The median sale price has increased 4.2% during 2020. The average sale price has Increased .05% during 2020. Wailuku has the highest number of sold homes with 152 in 2020. Wailea/Makena has the highest median sale price for sold homes with a median sale price of $3,015,000 in 2020. The average Days On Market for sold homes on Maui is 142 during 2020. Maui homes are selling for an average of 96.9% of list price during 2020. Maui single family home sales are down 11.4% compared to the same period through August 2019.

2019 Maui Single Family Homes: 1,117 single family homes sold on Maui with a median price of $741,355 and an average price of $1,081,560. The median sale price increased 4.4% during 2019. The average sale price increased 5.7% during 2019. Wailuku had the highest number of sold homes during 2019 with 248 total sales while Kapalua had the highest median sale price for sold homes with a median sale price of $2,550,000 through during 2019. The average Days On Market for sold homes during 2019 was 133 days. Homes sold for an average of 96.7% of list price during 2019.

*It is common for home prices to increase this time of year due to it being peak season for Maui. This year is very different. Maui home sales have decrease, inventory has decreased, and values continue to increase.

**Home sales on Maui increased in August compared to July and June and match sales volume from August 2019. Total Maui home sales are still down over 11% from the same time period last year through August 2019. Median home values have continued to increase. Inventory levels are still decreasing which is likely helping to keep home values stable. Concerns over the economy likely has affected both pending and recent home sales on Maui, but both home sales and pending sales rebounded partially in June and returned to normal levels in July and August. Over the past 90 days I have noticed a large increase of new listings of single family homes priced under $700,000. These may be homeowners who need to sell and have priced their homes below market value for a quick sale. If this is the case, we could possibly see home values decrease until the local economy starts to recover and residents are able to go back to work. At this point low inventory and low interest rates are fueling buyer demand. As long as inventory remains low we can likely expect Maui home values to continue to increase for the near future. If we see inventory increase we may see home values plateau and possibly decrease. There is no sign of this happening anytime soon.

This affected pending sales for March and April, 2020 and closed sales starting in April and May, 2020. We have seen a decrease in new listing activity as well as an increase in listings being taken off the market temporarily or canceled. Trends are just now starting to show the affect COVID has had on Maui real estate sales. Unusually low inventory with low interest rates is fueling the increase of home values at this time on Maui. As long as home inventory and interest rates remain low we can expect this trend to continue.

Maui Hawaii Real Estate Market Report September, 2020

Here are the island wide Maui sales stats for homes and condos for September, 2020. The sales stats are for homes and condominiums sold on Maui through August, 2020. The amount of single family homes that sold in August increased significantly compared to July and was at the same level as August 2019. During August the median sale price for homes increased compared to July. Inventory for single family homes has continued to decrease which is fueling demand and a steady increase in values. The amount of condominiums that sold in August increased compared to July. Although we saw an increase in condo sales in August the amount of sales was 7.7% lower than August 2019. During August the median sale price for condos increased significantly compared to July and is similar to sales prices we were seeing prior to COVID. Overall demand for condominiums has continued to decrease and inventory for condominiums has continued to increase.

Over the last five months we have seen home and condominium sales decrease. Home sales have rebounded the past few months, but condo sales are very low compared to what we typically see. With Real Estate Agents considered nonessential throughout Maui County through parts of March and April no showings of homes or condominiums were allowed. This affected pending sales for March and April, 2020 and closed sales starting in April and May, 2020. We have seen a decrease in new listing activity for homes and a large increase in new listing activity for condominiums. Trends are just now starting to show the affect COVID has had on Maui real estate sales. These trends are showing that home values have remained strong due to low inventory levels. Condo sales are way down, condo values decreased two out of the last five months, and condominium inventory is increased significantly. 

Single Family Homes:

In August 99 single family homes sold with a median price of $799,000 and an average price of $1,284,432. At the end of August there were 349 single family homes for sale on Maui which is approximately 4.1 months of inventory. During August 2019 there were 471 homes for sale. The amount of homes for sale on Maui has decreased 25.9% over the past year.

Through August 643 single family homes have sold with a median price of $772,500 and an average price of $1,087,257. The median sale price has increased 4.2% during 2020. The average sale price has increased .05% during 2020. The average Days On Market for sold homes on Maui is 142 during 2020. Maui homes are selling for an average of 96.9% of list price during 2020.

**Home sales on Maui decreased significantly in May compared to April, partially rebounded in June, and have returned to normal in July and August. Median home values are continuing to increase. Inventory levels are slowly decreasing which is likely helping to keep home values stable. Concerns over the economy have likely been a factor contributing to the low inventory. I have seen more homes than usual priced below $700K listed for sale the last five months. These may be homeowners who need to sell and have priced their homes below market value for a quick sale. If this is the case, we could possibly see home values start to decrease until the local economy starts to recover and residents are able to go back to work. There are concerns that impacted homeowners may not be able to pay their mortgages and we could even see some homeowners start losing their homes. At this time home values are continuing to increase on Maui.

Maui Residential Workforce Housing Policy

Maui Hawaii Residential Workforce Housing Policy

What is the Maui Residential Workforce Housing Policy?

The Maui Residential Workforce Housing Policy MCC Chapter 2.96 was adopted by Maui County in 2006 and revised several time since to address the shortage of affordable residential properties on Maui. The program is designed to provide affordable residential properties for the Maui workforce who call Maui home. The program is designed to assist both home buyers and renters with finding affordable housing on Maui. With our business being involved in real estate sales we will focus on how the Maui Residential Workforce Housing program benefits potential homeowners.

Residential Workforce Housing Unit: A unit/property or lot to be sold to to one of the following income groups.

  1. Very low income: Gross household income is 50% or less of the median income.
  2. Low income: Gross household income is between 50% and 80% of the median income.
  3. Below-moderate income: Gross household income between 80% & 100% of the median income.
  4. Moderate income: Gross household income between 100% & 120% of the median income.
  5. Above-moderate income: Gross household income between 120% & 140% of the median income.

*Income levels for Maui Residential Workforce Housing are established by HUD

Residential Workforce Housing RequirementsDevelopers are required to provide workforce housing units for new developments. At least 25% of housing units must be for workforce housing. The workforce housing units will only be available for income-qualified groups.

Prior to final subdivision approval or issuance of a building permit the developer must enter into a Residential Workforce Housing Agreement. The developer must satisfy one or more of the following requirements.

  1. Offer for sale residential workforce housing within the development.
  2. In lieu of directly selling units the developer may convey such units to a qualified housing provider subject to department approval.
  3. In lieu of providing residential workforce housing units the requirements may be satisfied by payment of a fee, by providing improved land, or unimproved land. Please review the Maui Residential Workforce Housing Policy for more information.
  4. Application or residential workforce housing credits. Please review the Maui Residential Workforce Housing Policy for more information.

Income Group Distribution

  • 30% of the ownership units shall be for below-moderate income residents.
  • 50% of the ownership units shall be for moderate income residents.
  • 20% of the ownership units shall be for above-moderate income residents.

Deed Restrictions

  • Below-moderate income housing units have a deed restriction for 10 years.
  • Moderate income housing units have a deed restriction fo 8 years.
  • Above-moderate income housing units have a deed restriction fo 5 years.
  • Must be owner occupied.
  • Owner must notify department prior to selling.
  • County to have first option to purchase. County to have 90 days from written notice from seller to decide if they will purchase directly from the seller. 
  • Upon the sale, the deed restriction will remain in effect through the remainder of the deed restriction period based on the original sale date.
  • In special circumstances the owner of a residential workforce housing unit may request a waiver of the owner occupied deed restriction.
  • Owners of residential workforce housing must sell to an income qualified buyer and notify the department of the sale so that they can verify the sale price.

Resale Price

  • An appraisal is required when a workforce housing unit is purchased.
  • Another appraisal will be completed when the owner decides to sell.
  • 25% of the difference will be added to the owner's original purchase price.

New Sale Price

  • Sale prices for new workforce housing shall be set by the department based on current HUD price guidelines. 

Not all developments include workforce housing. In these situations the developer has paid the County an additional fee in lieu of providing workforce housing, provided the County land in lieu of providing workforce housing, or has accumulated workforce housing credits from previous developments they can use to satisfy the requirement. 

Wait List Procedure: Potential buyers should add their names to the wait list of any development they are interested in buying a home in order to have the best chance possible of being selected. The developers will create a wait list for each development. Prior to opening the wait list for potential buyers the developer must publish the wait list information in at least five issues of a newspaper in general circulation in Maui County. A lottery administered by the developer will be used to select home buyers who must be qualified for the Maui Residential Workforce Housing program.

Buyer Eligibility: In order to qualify for the Maui Residential Workforce Housing program buyers must have a gross annual family income that does not exceed 140% of the Maui County area median income as established by HUD. Assets cannot exceed 140% of the Maui County area median income as established by HUD. Buyers must also be 18 years of age or older and a US Citizen. Buyers who are a permanent resident alien and a resident of Maui County are also eligible. The buyer cannot have had 50% or more ownership in real property in the US for a period of three years prior to the ownership application unless the applicant is selling an affordable property and purchasing another affordable property more appropriate for the applicants family size. The buyer must be pre-approved for a loan with a lender of their choice. The home developer shall determine if the buyer qualifies for the Maui Residential Workforce Housing program.

Selection Priority: Residents on the wait list receive first priority. Nonresidents on the wait list are eligible to purchase a workforce housing unit once all residents on the wait list have had an opportunity. The developer must mail housing applications to applicants on the wait list. Residents and nonresidents will then be offered an opportunity to purchase workforce housing based on the order in which their names were drawn during the lottery process with residents having first choice. Availability of workforce housing units is also based on income levels.

If the developer is unable to sell a workforce housing until to the designated income group during the first 90 days they have options for selling the property. For the next 90 days the developer can market and sell the workforce housing unit to residents of the next highest income group. Units shall be offered to the next highest income group every 90 days until all resident income groups have had a chance to purchase the workforce housing unit. For the next 90 days the workforce housing unit shall be offered to nonresidents on the wait list in the order their names were drawn during the lottery process. Nonresidents have the same income requirements as residents when purchasing workforce housing.

Any workforce housing units that remain unsold can then be sold to any buyer at market rate and without deed restrictions. The developer will pay Maui County 50% of the difference between the original workforce housing sale price and the final market rate sale price. The funds will be deposited into the Affordable Housing Fund.

The least expensive fee simple condominium for sale located on the beautiful island of Maui
Hawaii August 2020. This affordable condo is located on Central Maui in Kahului. It is located in
the Harbor Lights development. The condo is currently listed at $105,000 and features 1 bedroom,
1 bathroom, and is 610 square feet. Per MLS the condo is original and sold as-is. There is
